Only it's not really a modern thing, as with most of EG's references this comes from heritage military garb. Changing your pants isn't really an option in the field.
Of course you can also wear these on their own, that's definitely an option and likely the way most people will wear them. The voluminous shape looks great when you cinch the ankles using the herringbone drawstrings conveniently placed at the hem.
